It could be both. Russia has considerable problems with oil infrastructure built back in the Soviet era and not maintained well, but, of course, Ukie attacks are much more newsworthy.

Trump wants to avoid harming the populace and / or turning them violently against us. But, which would actually be more likely to do that:
“Crushing” military action?
Truly “crushing” sanctions? (which will likely take years, if they can work at all. We are, after all, dealing with fanatical theocrats.)
Taking out an essential logistic quickly? (Quite doable, I would pick refined products supply.)
