M.R. Well, he would not be negotiating with Iran, but with the companies that use the strait for transit. But yes, this is less a negotiation, and more just a statement and demand. Its not like the shipping companies have any thing to counter with.
I think that someone reasoned with him and backed down. (He is Trying to figure out how to recoup all the costs I think.)
