There was a major three-day pandemic simulation carried out by the United Kingdom government in October 2016. Its purpose was to “war-game” and test the country’s readiness for a hypothetical, worst-case respiratory pandemic. Neither Gates of Fauci attended since it was exclusively a UK event.

While it may or may not have been strictly illegal to fund GOF research, it’s clear that Fauci did not want to be associated with funding such research in Wuhan. His actions are consistent with an attempt to cover up this funding. That is a far cry from proving that Fauci intended (planned) to cause an epidemic.
There is no credible evidence that the GOF research was part of plan to purposely cause an epidemic. There is plenty of evidence showing the dangers inherent to GOF including the potential for an accidental release.

I noticed your use of the double-negative: "it may or may not have been strictly illegal..."
"May not have been strictly legal" could have said the same thing more directly, with less nuance.
