It is immediately not very clear. Most likely the "cleanup crew" and its leadership has already been formed with very qualified American First types (as distinguished from Obama-Biden/State Department types).
Pulte's published job history includes leading successful business reorganization and, in this case, his unpublished job description probably does not include making major decisions but simply be to run interference.
Hegseth was criticized for not being experienced enough; however, he has proved to be a superb selection.

I don’t know enough about this to understand it either, but I can see the theory about a placeholder until after the Midterms. Those last two year are bound to be a doozy, either way.
