Perhaps they will figure out how to make Bubonic Plague air transmissible so they don't have to count on rat fleas. If they can produce something with a very high kill rate they can seal themselves up in their climate purified bunkers and wait for it to burn itself out with a high, say 85%, rate then come out of their holes and rule a pristine world.
