The U.S. Constitution requires states to have a representative form of government. Article IV, Section 4 mandates the United States “guarantee to every State in this Union a Republican Form of Government”. This requires state governments to be representative, acting according to popular will rather than direct democracy or monarchy.

Gerrymandering is in conflict with this.

Voters are supposed to choose their candidates. Now Candidates choose their voters.
