Nope, it's a poorly-done photoshop of the frame-grab.
Look at the lower-right corner of the blue star field. It's all wrong, and couldn't be physically possible, even if the flag were rippling, which it obviously is not, given the red/white stripes.
April Fool. :-)

Fair enough, as a reply. However, the entire vid is an artists rendition, and was posted as a Trump Truth. So, it is no accident. Anyways, based on your reply, I simply went to the source video, and screen captured the moment to verify. Again, it's not a matter of "photoshop", but what Trump and the library video producers wanted to portray. Here's my screenshot, 27 seconds into it, directly from the vid:

Furthermore, the whole vid is rife with AI impossibilities, but is intended for messaging. Another issue one could point to, is that that tall a building should be impossible to build in that location (underlying sand). I’ve heard that a massive and tall building like that could not be built there (Miami). Also, having the lobby full of AF1 aircraft, marine 1, etc is also very problematical.
So, the point of the vid is messaging. NOt necessarily current reality. And, the backdrop over the last few months, with Alberta, Greenland, and others is part of the narrative.
IMHO.
