Iran is in a different category than Nazi Germany because there is evidently a large rebel sentiment within Iran. Nevertheless, your point is a good one.
There’s got be lots and lots of well-armed regime loyalists under shelter, just waiting for the bombs to stop falling. And the bombs will eventually stop falling.

The Nazis still had support of a large swathe of the German population.
The Ayatollahs have been cracking down and executing iranians. The Ayatollahs regime have the support of at most 20% of the population, but they have a monopoly on violence and weapons
