I think it is because he is running for governor, which has different requirements for eligibility than Representatives at the federal level.

Yeah, CaCaLand laws on that are never enforced.

CaCaLand laws require a runnoff if no single person gets >50%. The runnoff must be between the two frontrunners. Because the DNC field is over stuffed by commie trash, the two front runners are presently GOP. If that holds, the runnoff will be between two GOP. No DNC candidate can become Guv’na.
