Why no pics for 34-year-old Abdiwahid Dahir Yusuf? Is this another “Is it them” question for Yogi?

Somali.

The Portland Police no longer release mug shots.

I have been told (but can’t confirm) that it is because they would offend the likes of Furry with the frequency of heavily melanated arrestees.

Oregon doesn’t want to hurt their feelings:

Grok:

“ This change stems from House Bill 3273 (2021), which limits when law enforcement agencies in Oregon—including the PPB—can release booking photographs to the public. The law prohibits general public release of mugshots for people who have only been arrested (and not yet convicted), except in specific circumstances, such as:

• When there’s a clear law enforcement purpose (e.g., to help apprehend a fugitive, identify a suspect in an ongoing investigation, or prompt victims/witnesses to come forward).

• If the person has been convicted of the related crime.

• Other narrow exceptions for sharing with other agencies or for public safety reasons.

The primary reasons for this legislation, as cited by its sponsors (including State Rep. Janelle Bynum) and supporters, include:

• Protecting the privacy and safety of individuals who are presumed innocent until proven guilty, since mugshots capture people often at their lowest moments (e.g., during a mental health crisis or after arrest).

• Preventing long-term harm, as these photos can linger online indefinitely, affecting employment, housing, and reputation—even if charges are dropped, dismissed, or the person is acquitted.

• Addressing concerns from events like the 2020 protests in Portland, where released mugshots led to doxxing (public exposure of personal information), harassment, and threats against arrestees.

The PPB has publicly explained this policy shift in materials like a public service announcement (e.g., featuring Lt. Nathan Sheppard), noting that the law makes it illegal in most cases to release mugshots. Their media resources page also aligns with this by avoiding publication of names and photos in many arrest-related news releases (except where expungement or other rules apply).
This is part of a broader national trend rethinking mugshot releases in the digital age, where such images can become permanent online “clickbait” with little public benefit in routine cases. Other states and agencies have adopted similar restrictions for comparable reasons.”
