Mamdani just needs to get busy and get the city council to raise local taxes by 12 Billion and send it to the state legislature to approve it. Easy Peasy - problem solved.

This is a fairly typical political playbook. A new administration does an investigation of the budget and finds that the city / state / country is in horrible fiscal shape. It gives the new administration a pass if the economy and government services remain in the toilet during the beginning of the new administration. Or, in Obama’s case, he blamed Bush for his entire first term.
