A good read: Incompetence - the Bad is the new Good - by Rob Grant. It is a political comedy-thriller set in a not so distant future in federal Europe where no one can be excluded from any employment for reasons of age, race, gender, or incompitence (sic!).

Unfortunately, as with so many other dystopian novels, it appears that people have mistaken this comedy novel for a manual.
