better to bring the Guard in from another state ... folks from other states won’t be sympathetic to the locals ... this is standard operating procedure ... when the Guards were called in to patrol against looting during the Boulder and Weld County Colorado floods a few years ago, the ones they brought in were from far reaches of the state, NOT the local Guard ... i noticed they treated the locals like we were foreigners ...
As far as I can tell, local law enforcement has been ordered NOT to help.

I posted links below the first post with the story. It was VOLUNTARY to go to Minneapolis, not an order, as far as I could tell. They were asked, though.
