It might be very difficult to do more than connect the dots, that is, to prove actual participation or collusion by Governor Walz. The best tactic might be to subpoena him and question him under oath before Congress, forcing him to choose whether to implicate himself, perjure himself, or resort to the Fifth Amendment.
I know, I am asking Congress to behave professionally rather than to grandstand for the cameras back home.
