Cutting off the money to the area, while also offering cash to whistleblowers who come forth seems like a smart one-two punch.
Any “do-gooder” who wants to help bring back federal assistance, and might also want to line their own pocket (legally) should be happy to step up and spill the beans.
Adding “witness protection” might also be required, though, since the Democrats like to kill “troublemakers”

How about a million dollar reward to each of the first ten whistleblowers who come forward? Or maybe the first 100?
