But he would have a handler. Maybe his handler drove his car around while he delivered? They’d know to give him an alibi - “Couldn’t have been him, his car was elsewhere!’

They’d know not to give him his phone to carry, based on their behavior at J6 (FBI ‘swooped’ all cell phone numbers in the area). So have a handler or another person being used drive the car w/cellphone around while this guy delivers.

I don’t see them risking a CIA person for a task like this, but I would expect them to plant a CIA person for it (decoy). Oh I think the CIA and FBI are guilty of J6 and the pipe bomb, but this isn’t their first frame up.

So they couldn't come up with a geolocated perp who was talking on the phone while planting the bombs for four and a half years, but the minute an inconvenient perp is identified they suddenly find one who isn't inconvenient?
