A legitimate day care center has a great deal of visible activity around it. There is a center a few blocks from my house. Depending on the time of day, children are visible playing outside in the facility’s fenced playground. In the morning and evening hours, parents in their cars can be seen dropping off or picking up the children.

These empty offices signal obvious fraud. It appears the state regulators were very determined to keep their eyes closed to the fraud and keep the payments flowing.
