Had you watched the video, you would know that she did not allege an “incident”. Off the record at a laundromat meeting with the prosecutor assigned to her case, he told her that since she’s a Jooo! it’s all about the money. She answered that she had all the money she needed. Then he said, ok, it’s about getting attention, to which she answered that she already was famous, but this fellow is really stalking her and trying to kill her. He then promised to investigate, but a few days later dropped dead from a heart attack.

Does calling a black man “boy” constitute an “incident”? No. But it’s an insult.

In this case, the ADA told her he would not investigate because he thinks she’s lying because she’s a Jooo!, and it’s always about the money. That was both an insult, and a denial of equal protection under the law. But not an “incident”.
