Lots of housing is built on flood plains. Kids are taken white water rafting, where they run the risk of bashing their brains out on the rocks. The issue is not having adequate preparation for weather events.
Nature isn’t literally a warm, nurturing Gaia. It’s a malevolent, bloodthirsty witch waiting to pounce on mistakes made by any living thing that fails to take the proper precautions. Nature is why we not only build houses to keep ourselves warm, we build them to withstand its assaults on all structures.

Depending on whose estimate you're looking at, 30-40 million people in the US live in flood plains.
No matter where someone lives, you can find fault with their choice in terms of natural disasters.
"Why do those idiots live in a flood plain?"
"Why do they live where tornadoes happen?"
"Why do they live where earthquake damage occurs?"
"Why would you live where such a severe winter storm could occur?"
"Who would live where a wildfire could happen?"
"Why would you live where a tsunami could hit?"
"Why would someone live where a landslide could happen?"
And on and on it goes.
Natural disasters happen everywhere.
