There is another possible concept. The Dims do not support the drug runners, they oppose military rather than law enforcement action
The DNC is controlled by lawyers that make their living in the courts. If the drug smugglers are killed by the military and the drugs don’t make it on shore, there can be no arrests and activity in the American court rooms.
You make the mistake the press always trots out. The extra cost of naval deployment is near $0.
The ships are always manned and are either at sea or temporarily in port. The fact that those at sea are deployed together in the southern Caribbean is not extra cost.

They can shoot drug running boats out of the water or pratice on the range..
