The best explanation I've read for what really happened on J6 was that Nanzi needed an emergency to prevent sending the vote back to the states. The riot she planned did the trick. The pipe bomb was an alternative emergency in case the first one failed.

So maybe it was like an IED with a trigger that could be set off with a cell phone and they decided not to set it off?
