Well...this was never a climate issue. It was an issue allegedly relating to CFC's, which were banned. It was said at that time that if the CFC's were banned, the ozone hole would close over time.
I have no idea if the science behind that was correct, BUT the fact that the ozone whole is shrinking doesn't contradict what they were claiming at the time. That's actually what they said would happen.

That's actually what they said would happen. As I recall, this was the sequence of "events":
- Some researcher discovered the "hole" in the ozone layer.
- Some researcher determined that the "hole" was getting larger.
- Panic ensued.
- CFCs were blamed, and banned.
- Later, the "hole" got smaller.
- Also later, the "hole" got larger again.
- And smaller again.
The "hole" is dynamic and exhibits quasi-cyclic behavior based on many likely causes. Claiming that CFCs were to blame for its dynamic aspect is not supported by the evidence. Claiming that banning CFCs is responsible for the hole changing size is not supported by the evidence either.
Coincidence is not causation. Even correlation is not causation.
We don't know squat about the atmosphere compared to what we have yet to learn. Maybe some day we'll actually figure out all the things that affect the ozone layer. But not today.
