Crime rates in DC have dropped markedly. This is called “deterrence”.
Deterrence often just means “presence”, and if the presence by itself accomplishes deterrence, that’s almost a best case scenario.
Also... The Guard with its presence in numbers frees up the police to do all the other things we need police to do. I’m not sure, but it appears Mayor Bowser is bright enough to have figured that out.
