I am puzzled that you would ask such an asinine question. If you want the exact citation you might want to do a search of the USC where I am sure such charges are mentioned.
Oh and they did allegedly commit a crime. Conspiracy is a crime. Conspiracy to commit murder in a foreign country is a crime. Production of child pornography is a crime.
They are crimes even if it would have involved the murder,and rape of Haitians.
