I think anyone was fair game. I also think he accumulated blackmail for future use should it come in handy later.
It defies any sensibility to claim he didnt have blackmail material.
Why did Lex Wexner give him one of the largest places in Manhattan? Blackmail? Payment on behalf of a country? Boytoy? Who knows but it was odd.
Speaking of Wexner—I don’t know if you saw the latest on him:
My guess on Wexner (speculation—I admit it) is that first he got blackmailed by an intelligence agency (probably Mossad).
Then he laundered Israeli funds to Epstein as part of ongoing Mossad operations (including real estate transactions).
The relationship could be very complex—a combination of carrots (bribes) and sticks (blackmail)—at some point Wexner is in so deep there is no escape.
Blackmail files are like currency on the black market—they can be used to raise cash or other assets to finance other operations as well to directly or indirectly influence or control world leaders.
Note that Wexner is still a free range actor—not in prison or dead yet. That is how we know the blackmail ring has not yet been cracked open all the way.
