A real possibility is timing.
The release may have always been on the long and carefully timed Presidential agenda and finally worked up to the top.
Other actions had a higher priority before now
Just in time to kneecap and blow up the Dims before the misterms.....
With this timing, fallout hits next year, closer to midterms.
