Perhaps that is the wrong term. I think what you are looking for is "compromised".
It has to do with the history of how the colonies were established in the Americas. Spanish colonies were focused on extracting resources.
The English did not not have same fortune, they couldn't find gold so they had to take the time to develop the 13 Colonies.
