I interpret that homily as meaning a home-maker type wife has little reason to venture outside the property so is barefoot more often than not. It also segues into the sexist one stating that a woman's proper place is between the bedroom and the kitchen.

While I'd never oppress a lady in such a manner I can vouch that it takes a very long time to break their spirit to the point where you can trust them to stay put without the chain locked on. That's when they can get to sanding and refinishing where the chains scarred up the floor.
