Maybe not. There is a case at Scotus to decide on the lawfulness of Trump's tariffs. The Senate committee vote may provide support for an argument about the intent of Congress regarding any tariff authority which has been delegated to the Executive.

OK McConnell, Collins and Murkowski were probably givens. And Rand Paul is such a liberarian who knows what he was thinking. Perhaps this is the Anti-Trump “minor wine” Democrats and Rino’s need when the Anti-Trump forces allow the CR to be passed.
