Something about the woman makes me think she might not be the mother, but maybe a grandmother. She looks like she might be in her 40s or 50s.

Dear Lord we praise you for you found a way, you protected that child and guided someone to make a call so the baby was found...all that matters now is that the baby is alive and well and now has a chance at a great life full of love and happiness and your everlasting grace, we pray the mother finds salvation and we pray that you let her know that her baby is safe and will find love in the arms of new parents. In your name we pray.

At least she left it in a public area where it would be found and not a dumpster or ally.
Going after her will only make future women choose the later.
The kid is okay and a new family will get a great blessing. Prosecuting the mother is counter productive to more important priorities.
