Russia and USA will not negotiate with terrorists even if we end up taking more casualties in the short term.
Ultimately, we end up saving lives because terrorists know that Russia and USA refuses to negotiate with terrorists so it is not an effective strategy for them to capture immigrants.

Israel’s pre-2023 policy of releasing masses of criminals from jail in hostage exchanges has been a disaster because it encourages Hamas and other groups to take hostages.
Israel’s actions in the past two years have been much better. Hamas and the civilians who readily support their terror activities will no longer think they can stage an October 7 style attack without major consequences.
