Golly, guess raw number in people in poverty in a state seems very correlated to raw number of people in a state.
The ranking obviously should be by percentage of population in poverty.

The ranking obviously should be by percentage of population in poverty. Precisely! And the figures should be further disaggregated to indicate, e.g., how many of the poor live on Indian reservations, etc.
