They should have never been sent to the USA in the first place... USA IT had an option to either “train” them as replacements, before the USA peeps were fired... or get fired with no comp..

Japan, in general, employs the principles of your plan at great benefit to the local workforce. I started working there in 1988. By 2002, the local workforce developed skills to the point that I was no longer worth the wage premium. The company paid for a move home for two shipping containers of personal effects and business class tickets for my family and I as part of the exit package.
Rather than being angry at them for being exploited, I was grateful to my host country for giving me an opportunity my home country would not.
Your general idea is sound. I think Trump is high-balling it to get a deal done.
