Russia's state oil and gas sales in September are set to fall by around 23% from a year earlier on lower prices and a stronger rouble, Reuters calculations show, hitting Moscow's biggest source of revenue.
The projected decline comes as President Vladimir Putin and his economic officials are preparing Russia's 2026 budget while funding its highest military spending since the Cold War.

[ in the very next sentence ] "Month on month, September's oil and gas revenue is set to rise by 17%, according to Reuters estimates...."And the whole is sourced as "Reuters calculations show."
They must be correct, because Reuters is never, ever wrong. They cannot be wrong, because Reuters is reporting about Reuters estimates.
I hate to say it but if Ukraine wants to win. Or even last, they need to cause economic damage. Russia has vast resources. But limited manpower. The same people who are in the army now would be the ones who fix airports, oil tanks, roads trains and other infrastructure. Ukraine needs to damage critical infrastructure. So the people fighting them and holding the eastern half of the country will be needed to fix whatever is bombed.

Thanks for the detailed and well-supported response. I don't know how "stronk" Russia is though probably less than our US government thinks, but I am sure you have emblazoned this thread with a fine truth in your comment.

These estimates don’t take into account the reduced production capacity, which no double will increase from the estimated 30% over the next couple of months.
BTW, 6.62 trillion Rubbles equals about $80 billion on a good day.

Russia plans to boost defense spending to 13.2 trillion rubles ($142 billion) in 2025 from 10.4 trillion rubles projected for this year, Bloomberg reported Monday, citing draft budget proposals it had seen.
That increase would represent 6.2% of Russia’s projected GDP, a historically high figure as the war in Ukraine shows little sign of ending anytime soon. Likewise, defense and national security spending would account for 40% of total government expenditures in 2025, surpassing the combined allocations for education, healthcare, social policies and the national economy, according to Bloomberg.
At the same time, Bloomberg reported that 30% of the 2025 budget — 12.9 trillion rubles — is allocated for classified or unspecified items, an increase from 11.1 trillion rubles in 2024.
So the military budget is twice the amount they earn in oil and gas revenue. That math is not going to get them very far over the long term.
