Okay everyone I want to say this, I was a Home Economic major, I did very well in clothing and textiles. With that said, yes I see the problem with this garment.
It's a classic case of it looks better on the model or the hanger than it does on an actual woman's body.
In fact this one of the worse cases I've ever seen.
I suspect women who actually want to try to wear this might want to go up in a size and see if that helps, other wise a woman has to have a body type like twiggy to wear it.
My honest opinion.

I’m an old woman. Wore pleated skirts and hip-pleated skirts in the 60’s, so I find nothing wrong with the design. I wouldn’t want bell-bottom pants however. Wore enough of those in the 60’s too. With the extra pleated space and the bell-bottoms, they look like something Moochie Obama would wear, to give his big, black ass more space to fit in, and more area to hide his Crown Jewels.

It’s a ridiculous design choice. I don’t know if it was intentional but someone should have noticed it to go to market. Someone signed off on it, multiple people likely including the buyers at the retailer. Someone perhaps *wanted* that look. It’s different. I presume it’s not been done before and *maybe* there is a market for people who actually like that idea/look.
Personally I find it tasteless and unappealing.

You know I suspect you are correct! The more I look at that design, the more there is something off about it. I’ve made pants over the years and I’ve never seen that before.

No, I specifically said pleated skirts. When I went to grammar and high school, girls weren't allowed to wear slacks, not even culottes.
