"Tofu-dreg" or "tofu-dreg project" is a term used in the Chinese-speaking world to describe a poorly constructed building, often a result of corruption and substandard materials. The name comes from the comparison to soft, mushy tofu, and it gained prominence after the 2008 Sichuan earthquake, when many newly built schools collapsed while older buildings nearby remained standing.

This is outright shoddy writing.
I suspect the concrete didn’t “cool” by 10 degrees, rather it heated up 10 degrees less in the sunlight because it was reflecting most of the light. The problem is that it doesn’t stop general heat saturation (if it’s hot outside the concrete is still going to get hot) this also would be bad in winters…
