IIRC-—WHEN SHERIFF ARPAIO WAS IN OFFICE, HE TOOK OVER THE ANIMAL CONTROL FACILITIES & MANNED THEM WITH PRISONERS.
SAVED THE COUNTY A BUNDLE.
ONLY THE MOST WELL BEHAVED PRISONERS GOT TO WORK THE ANIMAL SHELTER.
