100% correct. In Philadelphia, during the first Trump administration, the city allowed and even encouraged a gigantic homeless encampment in the center of town during the run-up to the 2020 election. The purpose was to say, "Look what Trump is doing to our city." The city could have gotten rid of the dangerous encampment anytime they wanted to. They let it fester all through the summer before finally dismantling it a couple weeks prior to the election.

So yes, these dangerous, drug-infested eyesores are the product of lax law enforcement by civic leadership who wants them there for whatever reason.
