The envelope could plainly be prepaid (and if a separate category is needed, there is nothing to stop it) or the Post Office instructed to waive the fee. If a Congressional appropriation would be needed for that, the GOP could offer to pay for all the postage. It would make one heck of a campaign ad while making clear who is in the fraud business.

I'd make a contribution for that. Wouldn't you?
