It would be challenged as a “Poll Tax,” effectively costing people money to vote, and would be ruled a violation of someone’s civil rights. Unless, Congress also instructed the state of California to pay for the registered mail
USPS would cover costs per Congress.

The envelope could plainly be prepaid (and if a separate category is needed, there is nothing to stop it) or the Post Office instructed to waive the fee. If a Congressional appropriation would be needed for that, the GOP could offer to pay for all the postage. It would make one heck of a campaign ad while making clear who is in the fraud business.
