It could be a giant psyop. But if it is, it has been carefully managed for about 75 years. It would be hard to understand what the precise motive might be for the government to run a 75-year psyop.
Possible, but not probable.
I will admit that I have no idea what is going on with UAP/UFO sightings and abduction. I know people who have seen them up close. To quote President Trump, "Our military pilots are seeing something that they cannot identify."
I have no idea what's going on. But something is.
