That's the problem with "truthful hyperbole". People may not know or agree on when you should be taken literally, and when you shouldn't.

But he did on 2016. So was he serious, or was it just hyperbole? My guess is that opinion would have been split on that at the time, and that ambiguity is precisely the problem.

We see it on threads on FR all the time. Trump says something that sounds outrageous to some, who dismiss it by saying "he's just trolling the Dems.". But then there are others in that same thread who don't find it offensive, and they take him at his word.
