Entrapment is the correct term. Not sure just how legal it is. In some instances, such as trying to catch a serial killer or known predator, perhaps this is an acceptable ploy, but for everyday whistlers, it seems like overkill.
Maybe it’s become exponentially worse since inviting so many unemployed Muslims in. They are treating the symptoms and not the real problem!

If they don’t deport child rapists, I doubt they’ll arrest a Muslim who whistles.

I don't have any problem with the police treading very close to the line when "entrapping" potential criminals.

But catcalling should not be a crime.

However, unnecessarily honking one's horn might be considered a violation of traffic ordinances.
