My sister got married in upstate NY in 1969.
She and her husband were looking for a one-bedroom apartment. I remember $190/month as a typical amount.
Adjusted for inflation, that $190/month would be $1900/month.
NYC was always more expensive than upstate.
In the Northern Virginia area, rents circa 1992 were about $600/month. That would be about $2000/month adjusted for inflation.
“rent-stabilized” is the norm for NYC I believe.
Only a small percentage are ‘rent-controlled’ as I understand things.
A larger percentage is market-rate, I believe, but that percentage can’t be large as the rates are very expensive.
And before you get high and mighty on me, remember the federal government lowered interest rates during COVID. Yup, ~3%, 30-year mortgages, mainly bought by federal entities I suspect.
He needs to pay back what he has been defrauding from the government! Plus interest - compounded. Fork it over, Pal!

I would not consider myself lucky if I paid $2,300/month for a one-bedroom apartment.
Pay me $143K/year to bray and lucky me I would say.
I remember browsing the NY Times in 1982, which I subscribed to.
The prospect of paying $40K for a NYC condo/co-op and then what I paid in rent for my Northern Virginia apartment held no appeal for me.
