My guess HIV derived from sexual promiscuity, particularly homosexuality, and iv drug use is much higher percentage in the southern urban areas than out in the more conservative rural areas.
What this article's headline is trying to do is to smear more conservative communities - "You're ways are no better than our urban bath houses" kind of thinking.

This is BS. I have lived in the South my whole life so far. While there are rural areas that don’t have great hospitals, there are good accessible regional hospitals. We all have to put up with the HIPPA nonsense. Its sole purpose was to de-stigmatize queers with AIDS. Now it is a PITA for everyone. These elite erudite geniuses love to hate on the South. They can only dream of the quality of life we have compared to their liberal city filth.

When talking about the South they need to consider the large percentage of blacks, which they seldom do.
When using general statistics to denigrate red states they usually give the impression they are talking about white Christians and white republican populations, which considering blacks and Hispanics, just isn’t true.
Comparing Texas to Maine can give you some statistics where race and ethnicity need to be considered.

Atlanta/Fulton/DeKalb Counties are the epicenter of HIV infections. It is also a radically leftist region, skewing the stats for the entire state.
Remove DeKalb and Fulton, and Georgia is just fine.
