The 155mm cluster shells being sent by the U.S. have been the icing on the cake in decimating Putin’s Sumy offensive. Along with the HIMARS that wiped out Putin’s entire Sumy offensive command leadership a few weeks ago. All HIMARS strikes have to be pre approved by the U.S.
I doubt if every HIMARS strike is pre-approved by the US, except as a general category of targets.
IOW, Ukraine may submit a list of target categories and Washington will say "yes" or "no" to each category.
Once approved, individual strikes are at Ukraine's discretion.
For over a year now, Russian EW GPS jamming & spoofing have rendered HIMARS less effective than originally hoped.
For all that time, Ukrainian & Western techs have worked on ways to defeat Russia's EW jammers & spoofers.
So, your report here suggests that perhaps Ukrainians have found more success lately than in past months.
