Something smells pretty fishy.
Did “communications failure” affect radio comms to aircraft? Are there no backup generators?
They were worried about aircraft “safety”? There must be a huge no-fly zone around Vandenberg.
There was also a fiber optic cable cut....probably more likely to cause “communication issues” (”911” was down too). “Power outage” might be another bad news media headline:

They set a large safety zone for the downrange area, to include boats and ships. This zone is included in NOTAMs and is set for the launch window.
