Yes expecting the same evolution with same time frame of a planet and of the creatures on it the odds can’t be calculated.

Had John Clerk Maxwell [ 1831-1879 ] been paid more attention to at the time, we would have radio only as a curiosity at best, because he postulated better ways to communicate.

So its unlikely other civilizations even use radio, which means there is no signal to pick up.

I think it was George Carlin who stated that it’s certain intelligent life exists in the universe. That they don’t want to deal with us proves it.
