For a good part of this administration, Donald Trump used carrots for Russia and sticks for Ukraine. Now apparently, he is reversing that formula. I'm at a loss to identify a guiding principle here or even a consistent principle.

I'm not aware of any serious conservative or liberal, Republican or Democrat, who has advocated sending troops. No guiding principle here, but only established dogma.
