I think what we have here is likely a case of someone being envious and jealous.
Otherwise, someone associated with a rival school found out about it and reported him.

I suspect it is that he paid for the stuff directly as opposed to runnning it therough the school bueuracrcy.

This harkens back to the college coach who lent his car to a player so he could go to a relatives funeral. It was considered an inadmissable perk to the player.
