The Democrat Party anti-GOP propaganda machine really kicked into high gear after the Republicans won the House in 1994 (after 40 years of Dem rule).

The Gingrich team was trying to get a handle on this country's spending and proposed many reductions in the rate of spending (for example, reducing the rate of growth for "Dept A" from 6% to 3%).

The Dems and their media ruthlessly and dishonestly portrayed these as "cuts", with women and minorities hardest hit. Gingrich and his "GOP Revolution" lost political steam and didn't accomplish as much as they could have. Future GOP-led Houses took note of what happened in the mid-1990s and were far more timid about restraining spending out of fear of criticism from the leftwing media complex.
